CLIStart.exe Should Not Permit It

In Windows Defender--Software Explorer--Startup Programs, I notice a couple of things that I'm concerned about:

1. Name: Publisher Unavailable (is this cause for alarm?)File: CLIStart.exe (do you know what this is?)Classification: Permitted (should I not permit it?)
2. I notice that my Classification for my Dell Wireless WLAN Card is rated "Not Yet Classified." Shouldn't this read "Permitted?" I'm having constant problems connecting to our LAN and WLAN.
3. There is also a file (listed as N/A :unsure named EULALauncher.exe that's running. Is this a good file or possibly malicious

Folders & Groups :but Vista Does Not Permit Me

When using XP/Outlook Express (OE) I was able to sort my 250+ addresses into Folders and Folders into Groups but Vista does not permit me to do it.Folders permitted me to sort by major catagories and Groups permitted me to send bulk distribution within a Folder.If I make a Contact Group in Vista if works like Groups in XP/OE sending mass distribution from the Vista Group.Anyone know how to bring this OE capability back into Vista?
